I'd say your best bet is a new fan clutch. I don't know if you could flow enough air with an electric fan and the '01 and up hydraulic system would be a pain to install and would cost a lot even used.
There should already be an electric fan attached to the engine side of your radiator. It's supposed to come on when engine coolant temp is above 215*F, or if the A/C is on.
There are Viper fan kits available from several vendors that work well, but they're not all that cheap, and you would have to drive many many thousands of miles to realize any savings from HP or MPG gains to offset the cost. As cheapjeep stated above, it's best to just replace the fan clutch and let it go at that.
