Also..

Throttle position always reads 10% and doesn't go about 75%, I'm not sure if thats a common thing, and i'm not sure if it's reading 10% from IAC or not??

Reference Voltage :
5.05v

Resting voltage
.48v to Ref GND

WOT (Physical max at TB)
3.73v to Ref GND

Just checked my TPS %, at idle sits at 10.9% and at WOT at 74.5%. The IAC position has no influence on the TPS %.
The CTS is at -45 while the IAT is at +37? This is way off. At least when cold. On my jeep CTS and EVIC indication on a cold engine are exactly the same (both at +21C this morning).
Maybe that you can monitor the CTS from cold to hot engine and see if it takes a long time to indicate the normal hot operating temperature.

CTS is +45 Not sure if residual heat from morning drive, or daily sun warmed it up.

Took out and cleaned Iat sensor, was grimy. Temps seem pretty consistent with exterior.

One thing was excluded from first post. Maybe a year or 2 ago, my Waterpump failed and It overheated for only a moment. I haven't had any coolant loss.

CTS never seems to get to around 212. Highest I see is 200. Could CTS be out of spec?

The CTS could be indicating wrong, but also the thermostat could open too far, reducing the coolant temperature. But i wonder if that would be the problem, because there are people putting a 200 F thermostat in to run cooler.

I know the 4.7 get crapped mileage. It's not a hipermiler vehicle.

But i've previously had pretty great mileage in her, Not looking for hiper mileage, just 17 ish mpg hwy.

CTS seems pretty normal

Even as simple as the fuel blend can throw off mpg.

On "summer" blend if I cruise at 55/60 I see 16ish on my overhead display. Now in this weather mpg is out the window.

During winter season I am lucky to get 11 mpg and routinely will be in the high 8's to 10's.Summer I use the AC about 90% of the time and get 13-15.The best I have ever gotten was over 19 on a trip to New Hope PA.Good luck trying to get to 17 I wish you the best
