I believe that hole is supposed to be there if the hole you are talking about is the same one I am thinking of. It lets water drain when the exhaust isn't hot enough to evaporate the moisture.
To answer your question, I haven't found anything that works better than welding if you want it to last. I am sure that maybe there is some kind of jb weld that might work for just a hole.
