The idea of doing the quad mod but using them as running lights could get you by. Even though they would double as running/braking lights, I'm sure you could create a clever lie to persuade any member of law enforcement if they stop you with it.
Right, if you can't see the guy's running lights a reflector won't help, but a brighter bulb will which is the point of the rear fog. like in the video, that first car you can't see the taillights but you can see that rear fog very well.
The quad mod would work as just running lights if he were to use a single filament bulb/socket (one with only two wires instead of three) as opposed to a dual filament. Then tap off the running light power (and not the brake lamp wire) and you'll have a constant on running lamp.
I don't remember which wire was the power for running lamps and which for the brake light, but here's another writeup where he mentioned which wires he used... a simple voltage test of these wires will tell you which is hot with the running lights on.
