I guess what I meant was what is the reason that they are brighter and put out more light. Bulb design, glass type, etc.....?

I don't really know....Sorry. I'm sure they are the same glass type. I haven't really looked into it that much. I have HID's in my Fogs.

I'm just tryin to figure out what would make one bulb that is the same color temp brighter than another, given the only difference is the base.

I think whoever told you that was using some flawed logic. They probably assumed that because a standard halogen high beam is brighter than the low beam, that the same would be true for HID's. However, high beams run at a higher wattage, and that's why they are brighter. Correct me if I'm wrong, but I believe that a 9005 and 9006 HID bulb run the same wattage.
