I would start by finding out what he means by "front and rear are shot". His Jeep likely has the D30/D44A combo with VariLok front and rear and this requires special fluid and additives and special care to make sure the tires are all the exact same diameter at all times.
What I would do is go to the local salvage yard and find a D30/D44A combo and swap those into the Jeep. In most cases, you can do this for less than $1000 total, if you have your own tools.
