Yes, sounds like a fuel pressure bleed-down. Cycling the pump twice generally can fix it.
I had this routinely on my 02 I6, and intermittently on my 04 V8 HO - I learned to turn the key to RUN (not start), let it do its chime while I buckle my seatbelt, then start. Seemed to fire up every time.
The dealer fixed my 02 under warranty but it was never quite right. I just learned to deal with it.
