Frank (Frango100) I can't thank you enough, this might sound dumb but when I first got the jeep I was told he went through all the fuses so I just did a quick check and misses it... Fuse 19 was blown the whole time causing all the problems. (I had t inspect it a couple times because it wasn't completely blown but just the top of the fuse was disconnected a little). (I promise I am not just a newbie mechanic just didn't start with the simple things....)

So thank you very much for hinting to double check the fuses

I did notice one other thing if you know anything about it, my cruise will turn on (the dash tells me) but won't set and also my air won't change where it is blowing (defrost, feet ect.) and I read there is most likely a vacuum line broken under the battery tray?

Could be a broken or leaking vacuum line under the battery tray, but also a loose vacuum connection on the throttle body. Just see if you can find the line and follow it from the throttle body until under the battery tray.
