Dont bother with the EVAP code for now, that will not prevent the engine from starting.
I would swap the fuel pump relay in the PDC under the hood with the horn relay and see if that makes any difference. The fuel pump relay gets its ground via the PCM, so worst case it could be a PCM problem.
If after the swap the problem continues, feel the fuel pump relay while someone switches the ignition to run. You should feel a faint click when it switches state. If that is ok, but the pump still doesnt run, then you will have to measure wiring.

So I feel really dumb.... After testing so much stuff including the fuel system pressure test which hit 50 psi. I took the battery to batteries plus for a test.... The battery was bad... It was good enough to start it sometimes and other times it could not... Ugh wish I did that test earlier. Also the check engine light and the code P0441 are gone! So crazy!

How could it crank normally with a bad battery? The starter is pulling a very high current and if the battery is bad, it will simply not crank the engine or crank it slowly. I understood from your words that it was cranking normally.

I'm really not sure how this is possible. I started the car and drove it to batteries plus with the battery that tested bad.... The guy there said it was just starting to go bad so it would work while the weather was above 30 degrees but below thirty it would not have enough to crank it fast enough. I mentioned to him that the car would turn over without issue from what I could tell and he said that it may have been unnoticeable to me because it was just starting to go bad. I'm still not 100% sure how this was possible because the car would turn over for a long time while we tried again and again to get it running. The video I took you can hear the battery start the car and it sounds just fine.... So confused.

At first I thought my problem was the battery to because it seems to only have this issue in the colder months. I never checked the battery though because A) it's a 1 year old $157 Interstate battery and B) ive had to crank it so many times trying to start it that i set off a SKIM code!! and it kept on cranking. i still don't know what the heck the problem is with mine, but like I said, it's above freezing here now and the jeep seems to be starting fine 99 % of the time. I've also switched a couple of fuses under the hood, the auto shut down one other.....that didn't matter either. So, it remains a mystery. If you ever figure it out, please pm me so I don't forget to check back or have to find this thread. :-)

So we are a couple days past the issue. The P0441 code is still gone! Also there have been no issues at all with starting the car. Also I am still getting 50 PSI when testing the fuel pressure at the fuel rail! We start the car very early in the morning so it is often cold. We have not had a super cold day yet but I feel like that will happen soon.

I have to say I started the car drove it to batteries plus and had them test it and the guy hooked it up to their machine and 20 seconds later he showed me how it was not giving the proper amperage with the load he was placing on it. So if you are having this issue it is REALLY EASY to get your BATTERY TESTED....

I only wish I had done that first before trying to do all the other tests I did...I just assumed my battery was fine because it was turning over without issue and was starting sometimes.....

So nearly a month later and still no issues at all after installing a new battery! The EVAP code did come back but I don't live in an emissions state so I am not terribly worried about it :-)

I really appreciate all your help. If we get a super cold day where it won't start then I will post again but I am not anticipating this happening :-) Thank you all for your help!

I replaced the battery almost 6 months ago and have had no issues. Now here I am in November and it got cold outside and now we are having issues with the car starting again!!! Same issues as before:
  1. It is cold outside when it won't start
  2. Battery is brand new and has been tested
  3. The car cranks just fine and starts sometimes
  4. I have checked to see if I can hear the fuel pump prime before starting the car and it does
  5. I have tested the fuel pressure at the rail and it is good.

I am about to take it to the Jeep guys but I think it might be the crank sensor....but at this point I don't know why it would work sometimes and not others. Especially since we have had 0 issues in the last 6 months!

Does your scanner show live data? If so, then Check the IAT signal (inlet air temperature) . When the indicated temperature differs a lot from the actual temperature (with engine cold), then i would change that sensor first. When it doesnt start, are the volt and fuel gauge working normally? A shorted crank sensor would bring both indications to 0.
