Knowing which fuse is blowing will help in the trouble shooting. If its fuse #6, then the problem is a short in one of the coils or wiring to the coils. If its fuse #26 (both fuses are in the PDC under the hood), then the problem is a short in one of the injectors or the wiring to them.
The P1389 code only tells that the PCM is not getting power via the ASD relay, which is not so strange, if the fuse every time blows.
