2004 grand cherokee 4.7 three codes

iv been scratching my head with this the three codes are p0136 p1499 p1495 iv changed the 02 sensor messed with tons of shit still after a few mins it will began to run rough wen i unplug the pump on drivers side runs good same go's with fuse #21 under dash wtf is going on /????????????

It looks to me that you have two separate problems:
1) The O2 sensor fault code and hydraulic cooling fan fault code. Both the O2 sensors and the hydraulic cooling fan use the same fuse, #16 in the PDC under the hood. If there was a short in one of the O2 sensors, than the fuse is blown and the new sensors and fan control donīt work. So check fuse #16 first.

2) You say that you unplugged a pump, but did you mean the EVAP/purge solenoid? Fuse 21 on the junction block is from the EVAP/purge solenoid. This solenoid starts pulsing after a few minutes of engine operation and should keep a certain vacuum in the fuel tank. It can be that it stays open with the fuse 21 in place and creates a false air entry into the inlet. The P1495 code however has to do with the leak detection pump. I would errase the codes, plug the EVAP/purge solenoid line for trouble shooting and see which codes come back. If no codes come back, you will have to see if the EVAP/purge solenoid maybe stays open.

So I cleared the codes an start it if it's cold start it will run three four mins before it kicks a code after it warms to temp it will kick a code 1499 1495 in 1 min 33 sec every time what is the pump on the driver side fender an what is the pump on the Drs rear by the wheel so I kno what to ask for when I call around
I think it's between them two pieces Im not getting the 02 bank 1/2 code after changing it

The #_16 fuse never popped it was good so I had some corrosion I pulled the box apart an cleaned the connection I'm going to try an get used parts for the pump behind the wheel I had the pump on the fender from another jeep I have

Behind the drivers side rear wheel sits the leak detection pump from the EVAP system. On the left front fender (inside the engine bay) sits the EVAP/purge solenoid. That is the one which is fed via fuse 21 of the junction block.

So would that normally start if unplugged or no I'm thinking it's going to be The leak detection pump because I changed the purge solenoid an still same so I mite pull it apart I no it's covered in sand an dirt dumbest place to put that

It would be interesting to see if the EVAP/purge solenoid starts pulsing after warming the engine up a bit. It could also be a fault with the PCM, which should pulse the solenoid.
Also check for vacuum leaks at the leak detection pump. The PCM is seeing a fault with the solenoid from the leak detection pump, so maybe the problem is there.
