99 Grand Laredo Horn problem.

OK, something odd just happened. This has happened once before and it pissed me off. Both times note that it was raining out...

I'm sitting here in my house and I hear a horn going off. Not like an alarm horn but just sounds like someone is laying on the steering wheel. I look outside and notice that it is my 99 Laredo. The thing is, the after market horn is disconnected completely. Where is the other horn that is stock located? Why would it just be going off nonstop? I do not have an alarm system in it. BTW, the horn when I press on the steering wheel sounds muffled and messed up when this is not going on. If I jump in the Jeep and start it up the horn stops and all is back to normal until it happens again. The only other problem I see is that all of a sudden my ABS light is on, but that happens from time to time and simply goes away. Any got any info to help?

In short, the internal horn or whatever simply just starts going off like someone is laying on the steering wheel, but sounds stronger and better then when i'm simply driving it and I hit the horn...ODD

Another thing is if I plug the fuse in for the horn, the black larger rectangle one. Not one of the small 10 or 15a's the horn now goes off constantly until i take the fuse out. Anyone? Please help would be appreciated.

kinda sounds like water is shorting the horn out as well as getting in contact with the actual horn.
