Normally worn valve stem seals manifest themselfs by: smoke after engine start, after prolonged idle and then driving away and during deceleration.
Oil can pass slowly by worn seals with engine off and will be burned at startup, causing the smoke.
Also during idle and deceleration the throttle valve is (more) closed, causing a higher vacuum at the valves and for that reason more oil will be sucked through the seals and burned of.
