It appears this has fixed the problem. Oddly enough the water pump I removed was not bad. It had no play in the bearing and the impeller (plastic) looked brand new. The previous owner had told me he just had installed a new water pump. Evidently you get what you pay for.

Also of not one of the bolts is broken off and I could not get it out. I had to put it back like that. It appears to be sealed. I wish I could have got it out but no luck. A project for another day and a present from the previous owner no doubt.

I will for sure test this thing tomorrow in the hot sun and post back but I think it's good.

Just to restate for those that will run across this problem again.

It appears my Jeep needed a replacement water pump and the previous owner went for a cheap unit, I purchased the Jeep in the winter so it may not have been running hot but did as soon as it warmed up. I have been trying to figure this problem out all summer. Everywhere I looked pointed to other issues and sent me down a wild goose chase looking for a relay that was not there.

To be clear if you have the 4.7 you most likely will not have the elctric fan. I'm not sure if there are some models with the electric fan or not. I believe there is the choices of 4.7, the 4.7 with towing package, and the 4.7 HO? Someone correct me on this if I'm wrong. I'm not sure of which models have the 4.7 or not but evidently it's not widely known these have a hydraulicly powered fan powered by the power steering pump.

Thank you all for the help!

Anyway just wanted to sum it up for someone that might have this problem in the future.

Also might I rant A little while I'm at it? I would gladly pay more for higher quality better performance replacement parts over the vast majority of cheaply made crap. Who came up with this concept? Lets take back our country. Instead of making things to throw away lets insist on longevity.

I do not know for sure. My gauge is not marked so I do not know what the numbers are.

I'm guessing it's about 10 degrees cooler all the time.

Before I replaced the water pump it ran at half way on the gauge when I was moving. After replacing it is almost all the way one mark down from half to the left of center.

Update.

No more issues until last night.

I go in a building to look at something and leave the Jeep running. I come out 5 minutes later and my Jeep is running hot again. The Hydraulic fan is spinning 90 to nothin and sounds like it's fixin to lift off but the Jeep is running hot.

I get in and go down the road and it cools back down.
At this point I'm thinking I could replace the whole cooling system and it would still run hot.

You used the jeep for around 20 days and it never overheated anymore. Did you leave it running in idle for prolonged times, or yesterday was the first time?
If it cools down when driving, but overheats when standing still, i would say there is something wrong with the cooling fan. It makes a lot of noise, but is it moving a lot of air as well? Does it suck the air from the front side of the radiator? (when fan running at high speed, you can feel the air being sucked in front of the radiator) There should be several air buffers around the radiator which prevents false air being drawn by the fan.
Did you check visually the radiator core if there is any obstruction for the airflow.

Sorry it took me so long to get back I have been dodging life's bullets.

Take all the posts above where I said I got it fixed and null and void them. I thought I had it but I did not. When I completely top the engine off with coolant including removing the bleed plug, it will not run hot any time. My radiator has a 20 PSI cap on it. When the engine has been running for a while enough pressure builds up to cut diamonds with the hoses causing the occasional line to blow off. When I take a little water out to allow room for expansion it runs hot in idle. The reason I thought I had it fixed was I had fully topped it off and I make lots of little short trips to work (2 miles from home). Oddly enough I can fully top it off and drive it all day with no issues until I cut it off and the pressure is extreme when the water trys to expand.

I'm not quite sure what to do. It runs fine. I have no water in the oil. I have plenty of power but I cannot find a happy medium. Any suggestions anyone??????????

I have replaced the radiator hoping it would cool better. The radiator fan is fully functional. I have not replaced the thermostat but it appears to be functioning. If the thermostat was seized it would run hot all the time but I can drive it for hours when it's topped off or let it idle for hours without it running hot.

Really sounds like a head gasket issue... The extreme pressure would likely be from combustion chamber pressures getting into the cooling system.

Yip. Check your spark plugs, compression test and.leak down test.
