This sounds as the T-case chain with too much slack. It will make the noise when it skips teeth. The chain can be changed separately, or look for a used T-case. You could also go for a NV242 T-case instead of the standard NV247. It will give you the option to select 4Hi. The NV247 has a progressive coupling which should engage the front wheels, but which most probably is not working anymore. This part is quite expensive to change ($ 500+).
When your jeep is quadra drive, then tire skipping noises when making a turn can be caused by lack of limited slip additive in the front differential.
