Not sure about your area but here in the Chicago area there is a company called Carnica that fixes minor dents and scratches. Maybe you can find a place similar to that in your area to just touch up the bumper. The biggest problem will probably be the gouges in the plastic surface so those would need to be filled before the touch up.
