No Power to Power Outlets

I've got a '04 WJ Laredo with the 4.7. The power outlets on the dash quit working so I checked the fuse and it was blown. Replaced with a new 20 amp fuse and it still won't work. Any ideas? Maybe cooked wiring behind the dash?
I've been using a 12v auxiliary heater on really cold, snowy or frosty mornings to help speed up the melting process so I don't have to let the jeep idle 15-20 minutes or so to clear the windshield. Went out the other morning and no power to heater. It's not the heater as it works fine in my wife's power outlet in her Trailblazer.
Unfortunately the Haynes manual doesn't have alot of detail for these kinds of things other than check the fuses. How do I check to see if I'm actually still getting power to the outlet?

According the schematic its a simple circuit with 1 fuse, # 9 on the junction block. Did you check the fuse again after replacement, because when there is a short, it will blow the new fuse immediately. I would remove the panel with the outlet and check the wiring behind it. You say power outlets not working, do you mean to the sigar lighter as well?

Yeah, no power to the cigar lighter either. I did check the fuse several times after trying the aux heater numerous times, hasn't blown again. I'll have to wait for a warmer day to get into the panel as it's so friggin' cold here I don't want to be breaking plastic too.

The cigar lighter has a separate fuse, No 26 (15A) on the Junction Block.
The cigar lighter outlet is switched via the ignition switch and a relay, while the other outlet is directly powered from the battery. The only thing in common is the ground point, G200 (see attachment for location)
