Poor Acceleration 2004 Jeep Grand Cherokee

I recently "inherited" this Cherokee. It is extremely sluggish from 0-30. After that is ok though not "quick" by any measure. I took it to one mechanic who did not even want to start fixing it because he did not know if it was transmission (it does NOT feel like it slips), or a clogged exhaust - maybe from the new catalytic converter or some other problem.

Any suggestions what to do next or what it could be?

Which engine?
Could indeed be clogged exhaust or low fuel pressure.
