Donīt know that one, but give it a try. If it shows any transmission fault other then the P0700 then you know it.

I've read it's from changing the output sensor.. I read it goes away after a while

Changing the output sensor should not give you a P0700 code, or the new sensor should be faulty. You will have to scan the TCM either way, because there is some fault preventing 4th gear to engage.

What i understood is that shops like autozone do it for free. Just ask around.

My scanner is better then autozones lol.. Where's the best place to get a shift solenoid kit

The money is yours, but you better first check the fault code from the TCM so that you will be sure to change the right component.
I bought my solenoid block here: www.electricaladvantage.com . They sell OEM equipment and for a good price. The solenoid block cost around $ 270.
The 5-45RFE in the WJ originally came with a black receptacle solenoid block, but this one is not fabricated anymore. If you find one, it will be refurbished. But they now sell a white receptacle block which they say is better, and which came on the 5-45RFE from 2005 and on. This block retrofits on our WJ, you will only need a modified TRS selector plate, which they also sell.

Could be the solenoid block yes, but could eventually also be a worn clutch pack or a leak in the hydraulic circuit to that respective clutch pack. (most probably the 4C clutch).
Seems indeed that the 4C clutch is not engaging (to get 4th gear), causing a rpm increase of the engine and the TCM will then reapply 3rd gear (UD clutch) again, which gives a shock. This last could also be the reason of the P0733 code, which is normally set when a slipping clutch is detected.
Just had a look at the site of electricaladvantage, they sell the block completely with the TRS selector plate, see here:

I tried to disconnect the TCM today to examine the harness and unit and clean it out to make sure thats not the problem and i couldn't get the harness to come out... I tried unscrewing the bolt holding it in but it never loosened or even got tighter... I tried to pry it off but nothing... I seen a couple places that after you loosen that bolt that it should come off pretty easy..Thats not the case for me.. Any ideas???

When you loosen the central bolt from the TCM connector, the connector normally comes off easily. That it won't budge in your case, could point to (a part of) the problem. No signs of overheating of the connector? (Melted).
