I doubt it. When I towed a Tahoe behind a 41ft DP the tow hooks had to be removed from the Tahoe for the base plates. Can't imagine that not being the case with the Cherokee although our Limited did not have tow hooks.

If you do offroad and need to be towed out of a bog or whatever, there should be no problem hooking up to the location the safety cables connect to.

Not that I know of. I believe the reason is the TH hooks bolt into the same frame location as is used by the base plates.
