Hitch/towing question

I have a question concerning tow package/towing with a 2014 Cherokee Latitude with a 3.2 engine.

Background: I have always had vehicles with factory installed hitches in the past, this is my first Jeep and first vehicle that did not come equipped with a tow package when I purchased the vehicle. I have read the owners manual which leads me to my question. According to the owner's manual my vehicle has a tow capacity of 2000 pounds with out a tow package and 4500 pounds with a tow package.

My questions is this, what constitutes a tow package? Is it a class 3 hitch installed regardless of who installs it or is it a package that comes directly from the factory?

My understanding is that a dealership or trailer company hitch will only allow 2000 lbs. The cost to achieve the 4500 lbs. is prohibitive (i.e. HD cooling, final drive ratio, etc. to get to factory level).
