In my opinion it is not normal to run that high unless temporarily under load.
I have never had that issue with any car I have owned over the years including the last 4 Jeeps.
This is especially true if you are venting. Venting simply means the system is under extreme duress and running too hot. So unless the vent itself is defective, which I highly doubt, the venting is trying to tell you something. Your engine will not be long for this world if this situation continues.
Try another dealer and/or call FCA customer service line and get them involved.
