Last guess would be that there's a problem with the connector that's causing issues when the scan tools are connected.

Maybe after my head gets back in the game after being dismayed over being sent to the "axle yard" I'll have more guesses.

I agree. Furthermore, they only have one mobile scan tool and a single guy with 2000 CRDs to program.
