At what point in the production process is this affixed to the door jamb?

Let me be a little more direct. I didn't see any CRD with the required decals affixed to the drivers side door jamb while looking through the plant tour photos.

It's something specific to North American diesels, that plus the homologation comment... But it's not the EPA.... Rear crash test certification due to the urea tank being a new aspect of the design, is that the hold up?
