Would this be strong enough instead of drilling into the frame?

Amazon.com : Scotch Extreme Mounting Tape 1"x60" (20 lbs) : Office Products

Trying to understand if you should drill to secure and tape to insulate/stop vibration.

Or can you just use tape instead of the nutsert?

You can use tape with out nutsert. But only one I will recommend is 3m hd double side tape. Outdoor. They have small rolls at Home Depot for about $ 6.99 ish

DEF Injector Protective Shield: is tape used for its installation?

Yes. That's what I used. Make sure you use a floor jack and 2x4 to put some pressure on the plate over the taped area to allow the tape to cure. And double the thickness with two stacked strips.

So how do you line everything up - is it a matter of putting the tape on the plate once you've done a dry run to line up the other holes.....and then put the jack against the plate once it's bolted tight?

Pretty much.

There's a pilot hole at rear of plate that will be your place to put the double stick.

I've used this tape for various stuff and it really sticks!
Don't plan on ever getting it off again.

Yeah. What I did was test fit it with out tape. Then I applied the tape to the plate but left the adhesive side that contacts the frame covered by the packaging tape. Then I loosely installed the first two bolts and let the plate hang down. Then I reached around and pulled the last of the protection tape to expose the adhesive and bolted everything up. The bolting will partly compress the tape. The jack will really compress it.
