Nah, I could hear my 03 and 06 VW TDI turbos whistle just fine and they were Garret VNT's as well.

Turbo whistle

You can order the K&N piece from them over the phone or on line. Here's what I got from them as I don't want the open oiled filter.
Thank you for contacting K&N. The 63-1570 intake system has a metal tube (Letter "L"). Letter "L" is part number 27625S and can be purchased from us directly by phone at 800-858-3333.
