2000 Jeep Grand Charakee Fan problem

I have an 2000 Grand charakee, that when I connect the battery the fan relay in the control panel clicks. when I pull it out the fans just continue to run? and it will not start. any ideas? This is a real problem because it drained the battery unless I disconnect it.
