Angry 2006 commander

I am having an issue with 2 power outlets. The one in the rear and one on dash on right side. The left side is fine with the key on. The ones not working I realize are always hot. I have checked fuses 4 and 9.Both are good.I have checked #2 under the hood, the 30 amp and it is good. Both outlets went out at same time. I checked power at the fuse boxes at # 4 9 and 2. What could be the solution?
