Welcome to the garage. Does the fan not run at all when the engine runs? It should rotate with around 500 rpm as soon as the engine runs and will ramp up in speed as soon as required by AC demand or engine cooling demand.
There is a control solenoid on the fan body, which is controlled by the PCM. If you remove the connector from the coolant temp sensor (in between the AC compressor and alternator), the fan should go to full speed and sound as a B747 in take off. If you do this, you will get a check engine light, which will need to be reset after reconnecting the temp sensor connector again.
