Welcome to the garage.
Which model year? Not familiar with the cherokee, but doesn´t any tail light work, or only partly?

I have a 1997 XJ.
This is what functions and does not function. Headlights function with the exception of the passenger side High beam, Passenger side parking light, front marker and tail light. I have changed bulbs, fuses, switches.
Any help appreciated.

You may have some broken wire problems, also check the sockets at the bulbs sometimes they burn out or get cracked and don't make good connection.
