Do I need a pass thru?

This is for jason or others in the know.

I have contacted Jason re: rear fog harness. He then asked me if I needed a straight harness or a pass through so that I can keep my tow package lighting. He also suggested that I test the hook up.

So I went to pep boys and bought the cheapest hitch light, plugged it in and threw it in reverse...I have light. So while I was down there I took note of all the rust (weekend is now shot) and noticed that the wiring to the hitch was spliced and capped off (see photo). I was convinced that I would need the pass through, but now I think I don't and could just hook up to the capped plug.

So, what do you think. Do I need a pass through?
