07 stock rims

I have a 07 GC laredo with stock rims. I had a flat changed in the middle of a snow storm couple months ago. Today I finally got to do a good wash and notice the rim has black marks. I tried everything thinking it was grease or something. I think the rim was scratched during the tire change. Does anyone know what is under the clear coat on the rim? Thinking that is what the black marks are, the color under the clear coat.

It might be Tar from the road. GO get ome Bug n Tar from a Auto Store like Advanced Auto Parts or Auto Zone. If it doesn't come out then o get some Wheel Polish. I like the Mothers Brand .

I thought it might be tar too, but being there was snow on the ground it might not be tar. I did try some goo gone but that didn't work. I will try your suggestions and hope that it does the job.
