Came home yesterday and had unexpected visitors, so am sending you the manual page now. You can see the blend door actuator on this page, so probably a good start to remove the actuator and see if its doing something.

Same issue I first had about two years ago (see post under Troubleshooting forum). Sounds like your blend door is busted. Remove the black panel from under the steering wheel column...under dash. You should be able to see the actuator that controls the blend door which fluctuates cold to hot air. It will be just around where the right side of that panel meets the dash. For me, the blend door arm broke right where it attached to the actuator. From the passenger side, opposite side of the blend door (pull down glove box), you'll see a white circle with a straight slot. Take a flat blade screwdriver or needle nose pliers just big enough to fit into the circle and turn the door manually. See if temp changes. Willing to bet it will. If it does, you'll have to have the entire blend door unit behind the dash replaced, unless you want to manually keep opening that door. It won't stay in one position unless air is flowing. In other words, if you try to adjust while the jeep/air is off, it'll just stay closed, so best to make sure the jeep is running. This way the A/C can cycle like normal while you test. You'll have either hot or cold air, but no in between.

On mine, I saw the actuator turn, but it wasn't until I removed the actuator that I noticed the part that attaches to the actuator had broken. Unfortunately, the entire blend door unit had to be replaced, not just the blend door itself. You may have tried to turn the wrong one. Try adjusting the temp control as you look at the actuator from the drivers side (pull panel down from underneath steering column). Once you see the blend door that the actuator controls, go to the opposite (with the glove box pulled down or out) and look for the other side of the blend door. It shouldn't be hard to turn at all. Might have some resistance, but not so much that it feels like you'll break it. If it absolutely won't budge, could be the door is jammed internally. In either case, you'd still have to replace the blend door unit.
