The 3 gallon 'safety' mark is correct. I was always curious why the max I had pumped into the tank was 19.2, even though the capacity was rated at 21.1 gallons. After an off-roading incident dented the original tank pretty badly I had to replace it, and was able to prove to myself the tank's actual capacity. It really is just over 21 gallons from bone dry.
The really cool thing they managed to do was manipulate the fuel guage to accomodate this reserve. My guage is spot on for the top 3/4's. If it sits at half a tank, I will fit right about 10.5 gallons in, and at 1/4 tank it will take just over 15.5 gallons. The reserve is all accounted for in the bottom 1/4 on the guage. If you watch it on long drives you can actually see that the last 1/4 tank drops way faster than the top 3/4's. I ignore the light, and just use the guage. When it stops moving when I make turns or change speeds quickly, that's when I stop for fuel. At that point, I usually get about 19 gallons in.
