Is hydraulic fan not working right ?

I got a 2005 WK with 5.7l 4x4,I just got a new water pump installed under my power tran warranty because it was leaking. The dealer told me the tstat was not working right to replace, they would have done this but it was not covered on my warranty which was fine because I wanted to put in a JET 180 tsat. Driving around I get 185 to 187 degrees. But sitting in traffic or long lights the temp will got up to 205 to 212 but once I start moving it will go back down. Well I checked the fan it is moving slow, I thought the hydraulic fan would go to a higher speed to cool the engine. I have not heard the fan at high speed for a really long time. So is thing running right or what. Also, is my tsat opening and closing right. The jeep has never overheated but the up and down temps scares me. I am getting the numbers by my dashhawk.
