Missing sound insulation on passenger side wheel well - what to use to replace?

In doing various mods I have noticed that I am missing the piece of insulation in the my passenger side front wheel well (foam piece in black plastic). I have it on the driver side, but not the passenger. I am not the original owner and after finding overspray on the front bumper, now know it was in an accident prior to me purchasing it. Guessing whoever repaired it either lost the insulation or forgot to put it back in.

Is there a recommendation on what I can use to put back in there? I would stuff something in there but imagine moisture gets in there and don't want to create an environment for mold and such.

Maybe put some carpet foam in a trashbag?? I am just trying to help quite the cabin down a bit and that passenger corner is louder I assume from the missing insulation.

I think the original is just a general purpose housing insulation in a plastic bag...that's what it looked like anyway...

In my 87 Broncos II they used black zip-lock bags.

Spray on foam?Wear gloves and spread it evenly.
