New exhaust

I was told installin a new exhaust will increase your mpg anywhere from 3-4. Is this true?

Nope. Might get an extra MPG, 2 if you're lucky. With an intake and exhaust on my Hemi I saw about a 5% increase.

I feel like im getting terrible mpg, im at 13.3 for city and like 16 for highway. I feel like it should be higher

I feel like most people including myself will agree that an exhaust will reduce your MPGs. Most people want to hear their exhaust and love the sound of it so that makes you want to hear it more with comes from giving it more gas and driving it harder. I love the sound of mine and i know for a fact that my mpgs went down after installing my exhaust.
