from mopar the problem is the "clockspring" also contains the steering angle sensor... last one I priced it was like 58X.XX. Maybe aftermarket has built something where the clockspring. If you know anyone with a scantool to get you the code it will help you narrow the search.
Common problems have been mentioned, I have actually seen wires to the OCM (under the pass seat) damaged so inspect the harness too. usually if its not a constant problem, if its the clockspring you will find it will set when your turning the wheel.
