oh, my bad. I thought you only had the option of turning your inners on if you had your outers already on. I installed two switches because my headlights were still receiving 10.x volts after they where turned back off. IE: If I never turned my headlights on from the vehicle's startup, the headlights would receive 0volts. If I turned them on, they'd receive 12.x+ volts. If I turned them off, they'd have 10.x volts. This was enough to power my relay harnesses and THUS, I could not turn the lights off without two switches. You either wired yours differently (aka correctly and I did mine wrong) or you have different relays or ballasts? Dunno. Sorry for the confusion though.
EDIT: I think I know the reason now... I have mine setup to where I cannot turn them on unless my OEM low beams are turned on. I think you have yours setup to the switch alone. So you probably don't require your OEM low beams to be turned on in order for you to be able to flip your switch and have your lights on. Your way > my way.
EDIT AGAIN: Do you run day time running lights on your vehicle?
