Found The Solution: I had to pull up on the bolt with a large pair of pliers. It came out after pulling as hard as I could. There is a large bushing in the manifold.

SON of a bitch....

was attempting to do this, while reading on on tutorials, but most were 05-07 and was stuck on the exact part. Bolt and not a nut.
