White Residue in the Oil Filler

I just changed the oil in my 3.7 Loredo this morning and notices a white film at the top of the oil fill tube. Does anybody know what would cause this? Does the PCV need to be replaced?

It's not the head gasket...When the oil is drained, ther is no indication of the foam.
