I talked to my buddy about this because he slid off the road and messed up the bumper on his '04 a few years back and they replaced his bumper but forgot to order the fascia. When it came in it only took a few minutes for them to put on but he couldn't see how they did it. But now we know! Great info bro!
Yeah, if you look right below where your tow hooks are, on the inside of the chrome plastic you'll see them. Small little sheet metal screw goes through the bumper cover and into the lower chrome piece. I had to move the mesh I installed out of the way to get a right-angle screw driver in there to get to them. You can see the screw holes on the chrome piece in the pic. I got lucky because the screw blends in so well, it's really hard to see. I just happened to find them as I was feeling around for more clips.
