I fully get the $ issue.
If you are just using it on road then you can run without upgraded shocks but you risk damaging the shocks at full extension. With a pretty much stock suspension, Monroe Sensatracs are a reasonably priced option, especially to replace worn-out and tired factory shocks. RockAuto Auto Parts
is the cheapest place I could find them. That being said, I got the Bilstein's for less than $75 more than I would have had in the Sensatracs.
What is your intention for the lift - to fit larger tires? Check out the attached file as it indicates what sizes you can run with stock and various lift combos.
Also, here is my WJ before I installed the 10mm OME spacers on front with 255/65R17's all around. Stock tires are just a hair over 29 inches, these tires are 30.14 inches. The speed is a bit slow but nothing major. I have no rubbing, more ground clearance and the wider tire changes the stance.

I my opinion - save your money and do it right the first time. A simple tire change can make all the difference on the appearance.
