I think that you can use a thick flat screwdriver or other metal piece which fit in the ignition switch. Maybe it needs to be turned a little bit more to activate the starter motor.
There is the so called BTSI cable (Brake Transmission Shift Interlock) between the shifter lever and key lock. If it is misrigged, it could eventually prevent the key from turning. Not sure if a new key cylinder would make any difference to the adjustment of this cable, but it is worth to look at.

It is only 12 volts, so it won't kill or even stun you or even tickle you.

Alarms? Doubt it.

You'd want something about the size of the cylinder that is either non-conductive or wrapped in something non-conductive if you can see any live electrical contacts in there. I don't think there are any, so a big Sears screwdriver might work.
