Question Possible to set mileage in replacement instrument cluster to ACTUAL mileage?

Is it possible to 'set' the mileage on a replacement instrument cluster panel to the ACTUAL mileage on my Jeep? I don't know, but I've read in Jeep forums that the mileage is stored here, there, & everywhere. I want to know IF there is a way to set it to my actual mileage, which is approx. 5K more than what the replacement shows.
I live in PA., & saw on the PA. DMV that on vehicles 10yrs & older are EXEMPT from "Disclosure Requirements", but think I will run into questionable 'red-tape' when service is done on my vehicle due to the mileage being UNDER the reading that may have been 'recorded' from past services.
What should/do I do about this & HOW do I get it to the correct/actual mileage MYSELF w/out the need to go through a Dealership to charge me for something that is NOT even 'relevant' in my vehicle since it is the 10yrs. old, but still want it to be 'legal' in any case.
If I can't get it to the actual mileage myself, I was thinking of just keeping a piece of paper stating the odometer reading of the 'old' cluster, the reading of the 'new' cluster, along with the date of swap.
I Appreciate any assistance you can give me, Thank You in advance.

Obviously, there are some legal ramifications to doing this. I'd still take it to the dealer and see what they say about it. If it's possible for them to do it, they'd have the tool for it.

Edit to add...

I believe the actual mileage is stored in at least a couple different modules... and should be the highest number recorded regardless of the reading in the cluster.

Thank You. That seems to be the best information I have gotten since I started this project.

Re: Possible to set mileage in replacement instrument cluster to ACTUAL mileage?

The most simple way is to take it to the stealer, they can change the milage using the DRBIII scanner. The milage can only be changed to higher numbers and not to lower, so that should work for you.
You can also contact these guys and ask them a quote: ASAP Speedometer Repair - Speedometer Odometer and Module Repair - Phoenix AZ - ABS Repair - LED

Thank You. I'll see if one of the guys I know at the local one will check it for me, & HOPEFULLY not charge anything. (I have to see if I need to call upon him to do a service for me.)

NY state requires physical paperwork if replacing a dash module and a factory certified piece has to be shipped. We have many things that are set with loads of red-tape and plenty of fraud investigators. Best to follow every procedure.

Re: Possible to set mileage in replacement instrument cluster to ACTUAL mileage?

In PA., when a vehicle is 10 + years old, the vehicle is "mileage exempt" & disclosing the 'actual' mileage is not necessary & is marked as "mileage unknown". So, I am not going to worry about the mileage anymore because of this. If I decide to trade-in my vehicle, the stealerships have the scanning tool to pull out the 'actual' mileage for assessing the value & not go by the odometer. If I sell privately, I can either choose to have the 'exemption' OR have the buyer get the actual mileage from a stealership if they want it that bad, since I can estimate what was on prior to installing the other panel & by what the is on at the time of sale & do the math.
Thanks for your input, I Appreciate it.
