Sure it does, you can feel it and these are dyno proven. Keep in mind 18 hp with AWD is only about 13 at the wheels. You often get more mpg with more HP, driving style dependant of course ! One of my other cars is a highly modded 89 SHO, and it gets 30 mpg hwy; more mpg than it got stock, and with about 50% more HP now.

A simple air intake will allow more air into the engine. In order to maintain the correct A/F ratio, you or the ecm will need to add more fuel. The two together will give more HP. Without other mods, the idea that one can gain both power and fuel efficiency at the same time is something a lot of manufacturers would enjoy hearing about as the CAFE standards climb higher.
