^ what Omar said. Claybar and Ultimate Compound (Very Aggressive) and a layer of wax should fix that up

Should I clean and claybar the entire truck, and then ultimate compound and wax the entire truck also? Or just claybar the part that needs it and ultimate compound, then wax the entire truck?

Its up to you if you want a real clean Jeep. You can Claybar the whole Jeep or you can claybar it another day and just claybar that area and use ultimate compound then wax that area.

Only if you want an awesomely clean and shiny jeep.
But if swirl marks and crud imbedded in you paint is your thing then don't worry about it.
