Basically yes to your question.

The locking nuts come in packs of 4 - one per corner.

You'd fit four of the regular black lug nuts that come with the reps and then one locking nut to each wheel.

I wish someone made chromoly locking nuts! my brothers XJ needed a flat tire fixed and those cheap looking nuts broke and the only way to remove it was with a plasma torch!
