Am I missing a seal under my hood?

During a new years road trip while it was snowing heavy and salted roads, I realized I may be missing a seal under the hood. I went to wash my car and when I opened the hood, I noticed the missing seal. I bought the car in August and never noticed.

Naturally I went online to buy the seal but noticed there wasn't a "RIGHT" seal. I only see the left seal which is part #8 on the following diagram:

Am I missing a seal? or is that the way it comes? Pics of my car:

Holy crap! I *just* posed/posted the SAME question! I contacted my dealer and was told that they're all built that way. Not believing that, I posted a question to the group and found your post on the same subject. I'm relieved to know that my Jeep wasn't somehow damaged and put back together incompletely by some body shop. But I sure am wondering (other than they're always trying to find a way to cut costs) why they didn't also install a seal/gasket on the passenger side.

If you look at the area on the radiator/grill panel where that gasket contacts it when the hood is closed you'll see slots that aren't on the other side. I appears, to me at least, that the 'gasket' in question is meant to deflect air from entering the intake directly under the leading edge of the hood. There's also that foam 'dam' that directs the airflow. Likely meant to prevent snow, rain, bugs, etc from going directly into the air filter.
But I also thought something was missing when I first saw that there was only one, but holes for two.
