This is not a new one. The date may be July on the document, but the recall # is the same as I posted in my Recall of a recall thread some time ago.
There is not an additional recall.

And the technical writers still haven't corrected their mistake: high resistance short. The problem occurs when there is a short, a LOW resistance to ground.

And don't forget the key words:

vehicles may experience a high resistance short after a service repair to the sun visor, headliner or while gaining access above the headliner
